Hong Kong CSD use Reveal body cameras

The Hong Kong Correctional Services Department (CSD) have been using Reveal RS3-SX body worn cameras since February 2015 in a bid to “enhance institutional security and discipline, as well as to protect the safety of the public, our staff and the persons in custody.”

In particular, the CSD has started to use Reveal body cameras in order to assist their staff in handling specific incidents during routine work that involved violence, contrabands, self-harm or resistant behaviour, etc.

The front facing screen and overt nature of the RS3-SX illustrates the emphasis that the body cameras “will be used in an open and transparent manner”, rather than covert surveillance. The CSD have stated that the public will be aware of being recorded “while our staff are allowed to obtain valid footage through recording during specific incidents. Thus, useful information can be provided for subsequent investigation, prosecution or complaint, etc.”

The results from using the cameras will be measured carefully and will form the basis on whether the use of the RS3-SX should be extended to other penal institutions in light of its result.
